Dear National Federations,

 

The FEI Board held an extraordinary meeting yesterday (27 April 2020) to review proposals from six of the discipline-specific Calendar Task Forces. Discussions at the meeting, which was held via videoconference, were on Jumping, Dressage, Eventing, Driving, Vaulting and Reining.

 

Meetings for the remaining two Calendar Task Forces are scheduled for this week – Endurance tomorrow (29 April) and Para Dressage the following day (30 April). Proposals from these two Task Forces will be discussed by the FEI Board at its next meeting on 5 May 2020.

 

The Dressage Calendar Task Force held its second meeting today (28 April) to review applications received for higher-level Events. The Jumping Calendar Task Force will hold its third meeting on 4 May 2020, followed by Eventing’s second meeting on 14 May when the Task Force will review applications for higher-level Event date changes.

 

During yesterday’s meeting, the FEI Board agreed that discussions and decisions on FEI Championships for all age categories and disciplines, and potential initiatives to help Organisers, will be deferred to its June meeting.

 

For all applications/modifications to the FEI Calendar where the period of submission has been shortened, National Federations must submit the Draft Schedule at the same time as their Calendar date requests.

 

National Federations and Organisers whose Calendar date applications/modifications have been approved by the FEI during the Covid-19 period are informed that no guarantee of exclusivity will be provided to them for the new Calendar dates and that equal consideration of all future Calendar date applications/modifications will be given by the relevant Calendar Task Force and by the FEI Board.

 

Other key takeaways from yesterday’s meeting are:

 

Jumping: no date clash rules apply for Jumping Events up to 30 August 2020.

 

Dressage: date applications and/or modifications for high level events (CDI5*/CDI4*/CDI3* and CDI-W) must reach the FEI eight weeks prior to the Event. Date clash rules will not apply to CDI3*.

 

Eventing: date applications and/or modifications for CCI5* & CCI4* Long Format must reach the FEI six weeks prior to the Event; date applications and/or modifications for CCI4* Short Format and all other Events must reach the FEI four weeks prior to the Event.

 

Driving: date applications and/or modifications must reach the FEI four weeks prior to the Event.

 

Vaulting: date applications and/or modifications must reach the FEI four weeks prior to the Event.

 

Reining: date applications and/or modifications must reach the FEI four weeks prior to the Event.

 

Detailed information on decisions for each discipline is listed below.

 

NB: Resolutions marked * were approved by the Board based on Article 20.3 of the FEI Statutes: In an Emergency Situation the Board may, by a two-thirds (2/3) majority of votes cast, pass Resolutions which are normally the prerogatives of the General Assembly. In such cases, the National Federations shall be notified promptly of these measures. If a majority of the National Federations eligible to vote, responding within thirty (30) days of the date of the notice, signifies its disapproval, the measure shall be rescinded if possible.

 

JUMPING

*Due to the uncertainty about the organisation of Competitions worldwide during July and August 2020, the Board has approved all Calendar date applications/modifications for Events that take place up to and including 30 August 2020.

 

*The Board approved all CSIOs and higher level Events that do not clash with other higher level Events from 1 September 2020. As National Federations submit dates for Events in their country, any clashes with other Events from the same NF are permitted. Switches of venue from the same Organiser are also permitted.

 

The Board approved all Youth Events (not including Youth Championships which will be further discussed by the Board in June) until 31 December 2020.

 

The Board agreed to cancel the FEI Jumping Children’s Classics Series in 2020 as there is no host for the Final and many Events have been or will be cancelled.  

 

DRESSAGE

*Deadline by which NFs/OCs should provide their dates for postponed Events

 

Until 31 December 2020:

Applications and/or modifications for Higher Level Events dates, including CDI-W, must reach the FEI Secretary General at least eight weeks prior to the Event.

 

All other Rules related to Higher Level Events remain.

Article 112.4 of the General Regulations (and any relevant Article of the FEI Dressage Rules) to be interpreted accordingly.

 

*Date Clash Rules

 

Until 31 December 2020:

CDI3* will be exempted from date clash rules.

Article 112.7 of the General Regulations (and any relevant Article of the FEI Dressage Rules) to be interpreted accordingly.

 

Prioritising all CDIOs in view of preparation of teams for the Tokyo Olympic Games

 

Until 31 December 2020:

All CDIOs will be prioritised when date clashes are being considered, regardless of whether they are standalone Events or part of a Series, to allow for team preparation in the build-up to the Olympic Games next year.

 

Review of date clashes will be done on a case-by-case basis once applications and/or modifications are received from National Federations.

 

Switching dates from one Event to another Event by the same Organiser

 

Should this be requested, the Dressage Calendar Task Force will review and allow, on a case-by-case basis, for a change of venues by the same Organiser.

 

FEI Dressage Nations Cup™ 2020

 

The 2020 Series has been cancelled due to the fact that all but one of the Events have been cancelled.

 

*Officials

 

The requirement for Foreign Officials could be removed on request and will be dealt with on a case-by-case basis for Events up to CDI3*. The Board also agreed to reduce Officials’ travel requirements for CDI4* and CDI5*. The relevant Articles of the FEI Dressage Rules to be interpreted accordingly.

 

EVENTING

Deadline by which National Federations should provide their dates for postponed Events in 2020

 

*Until 31 December 2020 submissions for applications and/or modifications of Calendar dates for:

 

  • CCI4* Long Format and CCI5* Long Format Events must reach the FEI Secretary General at least six weeks prior to the Event

 

  • CCI4* Short Format Events and below must reach the FEI Secretary General at least four weeks prior to the Event

 

Date Clash Rules

 

*Until 31 December 2020:

  • CCI4* Short Format and below: no Date Clash Rules apply

 

  • CCI4* Long Format and above: review of date clashes will be done on a case-by-case basis once applications and/or modifications are received from National Federations

 

CCIO/Nations Cup 2020

 

The 2020 Calendar will be left open to encourage all possible CCI4* Minimum Eligibility Requirement (MER) opportunities. Impacted National Federations/Organisers will be consulted by the FEI.

 

5* Events 2020

 

The 2020 Calendar will be left open to allow for any postponements/rescheduling of 5* Events.

 

*Officials

 

For CCI3* Long Format, the requirement for Foreign Officials could be removed on request and will be dealt with on a case-by-case basis. The relevant Articles of the FEI Eventing Rules to be interpreted accordingly.

 

DRIVING-VAULTING-REINING

*Deadline by which NFs/OCs should provide their dates for postponed Events

  • Applications and/or modifications for Higher Level Events dates, including CAI-W, must reach the FEI Secretary General at least four weeks prior to the Event
